HSE Officer

To ensure a safe and healthy working environment across the Company’s projects by implementing and monitoring occupational health and safety policies, plans, and procedures; identifying and assessing hazards; establishing appropriate control measures; and verifying the compliance of Company employees, subcontractors, workers, and visitors with regulatory, Company, and client requirements.

Implement the Company’s approved occupational health and safety policies, systems, and procedures and verify compliance across all work locations. Participate in the preparation and review of project-specific HSE plans and ensure their suitability for the scope of work and anticipated risks. Participate in planning HSE requirements throughout project mobilization, execution, testing, commissioning, and handover. Identify workplace hazards, conduct and periodically review risk assessments, and recommend appropriate preventive and corrective controls. Review Job Safety Analyses, method statements, lifting plans, and risk assessments, and recommend their approval before work begins. Conduct daily and periodic site inspections, document observations, and monitor corrective actions through closure. Monitor the Permit-to-Work system and verify that all HSE requirements are satisfied before and during work activities.

Bachelor’s degree in Safety Engineering, Industrial Engineering, Civil Engineering, Mechanical Engineering, or Electrical Engineering from a recognized university. Saudi Council of Engineers. NEBOSH International General Certificate, or an equivalent recognized qualification. Valid First Aid and Firefighting certificates. OSHA training is preferred. ISO 45001 Internal Auditor or Lead Auditor certification is preferred. Proficiency in technical English, both written and spoken. Proficiency in Microsoft Office applications and the preparation and analysis of HSE reports

Good knowledge of applicable Saudi occupational health and safety laws, regulations, and requirements. Good knowledge of construction and contracting-sector HSE requirements. Ability to identify hazards, conduct risk assessments, and establish appropriate control measures. Ability to review work permits, Job Safety Analyses, and method statements. Knowledge of high-risk work requirements and the necessary control measures. Ability to conduct inspections and audits, document findings, and monitor corrective actions. Incident investigation, root-cause analysis, and recommendation-development skills. Ability to prepare emergency plans and coordinate evacuation and emergency-response drills. Ability to prepare reports and analyse HSE data and performance indicators. Presentation, training, awareness, and communication skills, including the ability to communicate effectively with workers from different levels and cultural backgrounds.
