Job Description

The Infrastructure Projects Manager is responsible for overseeing multiple infrastructure projects from tender and contract review through planning, execution, testing, commissioning, and final handover. The role leads Project Managers and coordinates planning, cost control, contracts, quality, and HSE functions to ensure projects are delivered safely, on schedule, within budget, and in accordance with contractual and technical requirements.

Responsibilities

* Oversee multiple infrastructure projects, including roads, bridges, tunnels, wet and dry utilities, lighting, and site development works. * Lead, direct, monitor, and evaluate Project Managers across assigned projects. * Review tenders, contracts, project execution plans, baseline programmes, and recovery plans. * Monitor project scope, schedule, cost, quality, safety, risks, and contractual performance. * Coordinate the allocation of manpower, equipment, and shared resources among projects according to priorities. * Review project progress and require corrective actions for delays, cost overruns, quality deficiencies, or performance issues. * Review and approve periodic project reports before submission to the Projects Director. * Review the technical evaluation of subcontractors, suppliers, and key project personnel. * Monitor the performance of contractors, consultants, and multidisciplinary project teams. * Review payment applications, variation orders, claims, and supporting documents and submit recommendations for approval. * Ensure compliance with approved drawings, technical specifications, contracts, quality standards, and HSE requirements. * Reject non-conforming materials or works and suspend activities presenting serious technical or safety risks. * Represent the company in technical and operational meetings with clients, consultants, contractors, and relevant authorities. * Support technical and contractual negotiations within the approved delegation of authority. * Identify critical project risks and escalate them to the Projects Director and senior management. * Ensure the completion of testing, commissioning, documentation, and final handover requirements.

Requirements

* Bachelor's degree in Engineering, supported by specialized experience in infrastructure projects. * Minimum of 15 years of relevant experience, including at least eight years in infrastructure projects and five years managing multiple projects or holding senior leadership positions. * Valid membership and professional classification with the Saudi Council of Engineers. * PMP certification or an equivalent recognized project management qualification. * Strong knowledge of FIDIC contracts, claims, variation orders, and contract administration. * Proficiency in Primavera P6 or equivalent project planning and management software. * Proficiency in technical and contractual English. * Proficiency in PMIS platforms, reporting systems, and Microsoft Office applications. * PMI-RMP or another recognized risk management certification is preferred. * Knowledge of BIM and GIS applications in infrastructure projects is preferred. * Willingness and ability to travel regularly between project sites.
